Are all iphone and webcam cameras recording video and sound at all times?

Added (1). Could it be that a story, an abuse of trust, this big would never be believed? People would choose not to believe it if something like this were true.

No, iphones have been hacked to death, and the os pulled apart. If that was the case it would be public domain (like for example the location tracking scandal on iphones). It is possible that a third party may be able to mess with your computer/iphone and turn on your camera etc.

No but they can be hacked, I was using my laptop the other night when the icon of a person I was having a typed conversation with suddenly changed to this bloke sitting there looking at me, he waved, I waved back and then I made a gesture towards my mouth as if to say.speak, when he copied the gesture I knew to my horror he could definitely see me as clearly as I could see him, the webcam on my laptop lid now has a little round sticking plaster on it!
I used to cover it before when I heard that people's laptop cams were being hacked but I had forgotten to do it, it is permanently covered now, this wasn't a hacking but it was an intrusion and so easily done, if he had covered his own cam he could've sat there watching me unawares!
No they usually have to be turned on as most applications don't turn them on automatically
Mind you it's not that long ago when they could easily be hacked though via the Internet but do keep an eye on that light to know if it's operational
