To be honest, it doesn't really matter. I mean preferably, you would want to charge your phone at night before you sleep. So that when you wake up its fully charged.
i read this article once that was talking about how the battery charging works on i devices. Apparently, when your charging your device, the moment the device says 100, its not fully charged its more like at 90, so that after it says 100, to let it sit for an hour more.
But in the end, the phone won't explode if you charge it at like 80 percent. They have something called trickle charge which protects it

You can charge it any time. The only thing to remember is that, if the phone completely runs out of charge and shuts off, you should recharge it as soon as you can. When the phone shuts off, there's still some electricity in the battery, but this slowly drains away, and if you wait too long to recharge a completely empty battery, it can "deep discharge," and that can damage the battery.
Just charge when its gets around 20% or so, thats what I have always done
