Best animation software for anime?

Alright so this may be long to provide clairity on what i'm looking for. I have been interested in animation for a couple months and i'm aware of a few softwares already, i couldnt name then off the top of my head, but the problem with all of them is i can't seem to just simply copy the image and erase, say an arm, and move it. My drawings are very detailed and i use adobe illustrator draw on my iphone to draw the images. But it should be a software out where if i have a Really detailed fighting motion i don't have to redraw the whole thing for the NEXT FRAME. I should be able to copy the image and do little tweaks to the arm and legs to show motion without starting fully over that soon. I'm trying to animate Dragon ball multiverse manga but itll take way too long to trace EACH FRAME. I'm aware that i will still need to draw a lot but i shouldnt have to start all over on each frame.

iphone is laughable as a tool for drawing - but I won't judge you.

Anime studio pro 11 is a very good program to draw as you want. Blender is free but has a much steeper learning curve
