Can an iPhone 5S purchased on AT&T work on Verizon?

My friend has an iphone he wants to sell me but he is on ATT and I'm on verizon. I heard the 5S works on all carriers but I'm not sure.

It's all about frequency. First thing you must do is make sure your friend's iPhone 5s is unlocked, if it's not unlocked you can't leave AT&T

Now that the phone is hopefully unlocked, you take it to a Verizon store and ask them for a test SIM card so you could test it out if the AT&T iPhone 5S's frequency is compatible Verizon's frequency.

It would need to be activated by Verizon. Should enquire if they would even do it.

AT&T and T-Mobile are the only carriers whose phones can be unlocked and used on other networks - so yes.
