Can I download a paid app on the iphone on multiple devices?
So if i have 2 iphones could i download a paid app on both devices and pay only on the original or would i have to purchase it twice?

As long as both are registered under the same Apple ID/iTunes account, then you only have to pay once.
Yes. When you purchase an app, the purchase is associated with your Apple ID, not your device ID. So if you delete it and want to download it again or if you want to download it for the first time to a second device (be it another iPhone, an iPod Touch, or even an iPad), it will already have been paid for and in your account, and when you view it in the App Store it lets you install it (and the button will just say Install rather than $0.99 or Free or whatever the case may be).
For this to work, at the time of the re-download, you need to be signed in to the App Store with the same Apple ID that was originally used to purchase (which is probably going to be the case anyway), and you can double-check your sign in to the App Store with your Apple ID from Settings > iTunes and App Stores.
