Nope. CDMA phones generally don't work with GSM networks. The same goes vice versa. Hope this helped.
If it was the iPhone 5, then yes, it would work with AT&T. But not the iPhone 4S.

Nope you can't use verizon iPhone with at&t network because verizon iPhone is CDMA device and can't use sim card
so you must buy GSM device
i advice you buy the at&t phone because at&t phone has the cheapest unlocking rate and you can unlock your at&t phone by at&t unlocking solution provider
