If Verizon does not have a lock on the phone, or if they are willing to unlock it for you, you can just change the SIM card to go with Virgin Mobile. Of course, this assumes that Virgin Mobile serves your area.
The answer to that is no, as Verizon will not unlock their iPhone 4 models for the US, and Virgin Mobile does not allow outside phones. Being that Virgin Mobile maintains a list of allowed phone ESNs, simply flashing the phone will not bypass their rules.
