It should. When I bought a used 3GS several years ago the owner just left his old deactivated SIM card in it so I could verify the phone function and Wi-Fi worked. Essentially it will be an iPod Touch. I'd also just switch it to Airplane mode and manually turn Wi-Fi back on.
