Can I use an iphone 3gs, 4 or 5 in Saudi Arabia? 2012?

Yes, you can use any model of the iPhone in Saudi Arabia. I have traveled extensively across the Middle east and have always been able to use Apple devices. This includes both iPhone and iPad (I have iPhone 4 and iPad 2).

Yes but depending if you meant being a resident of Saudi or just visiting / temporary assignment while using a non-Saudi SIM number. As in the 2nd case you need to have your home country provider's roaming activated for Saudi Arabia and that will cost more than getting a local SIM. Some of the features or services will vary.
