Only if you turned on the "Find my iPhone", the location services is still turned on in the iPhone settings and it connects to Wi-Fi. Also provided that whomever may have taken it, just doesn't restore it as a new device.

No, you can't. It would not be connected to any network if the sim is removed and more importantly it wouldnt be able to be tracked if the phone was off

The short answer is yes, most phones can be but won't be.

Id like to say no but the fact is the phone still has the ability to transmit without the sim card. Each phone has a unique serial number that id's the phone when or or off a network. All cell phones by law have to be able to dial 911 even if they are not in service. I do not know of a phone made in years that does not have at least an emergency gps built into it. They can be tracked, but who would go through the trouble? If lost or stolen insurance pretty much just replaces the phone and the esn will be added to the stolen list so it can't be activated.
