Can you get minutes on an iPhone?
I got this iPhone in October and it has no plan and has no carrier. Can I get pay and talk on it? It's an iPhone 4S if that's important

You probably need to unlock it. If its not already unlocked. You can put it with any carrier after it is unlocked. You can unlock it by googling an unlock for iphone 4s. This is a good reliable site: D

You will need a PAYG micro SIM for your carrier and the phone unlocked if it is not for that SIMs network.
You will once it is in activate the iPhone using either wi-fi of link it to a computer through iTunes. After that you are good to go if you have credit.
