No, first off the s4 is much newer then the iPhone 4 its 3 generations newer. The iPhone has had the 4s and the 5 out already. Samsung brought out the S3 at the same time the iPhone 5 came out so the iPhone 4 is very antiquated and no one will trade it up.
If you want to upgrade you should try to sell your iPhone to someone that wants it if you can find someone. I see them on eBay for $50. Which is the most you can probably get for it.
