If yes how? It won't let me.
No you can't, at least not directly.
You can only upload videos to YouTube, so you would have to transfer your voice memo to a computer, open a video editing software, import the voice memo, create a blank video track, render the video and then upload it on YouTube.
The Voice Memo app on iPhone records only audio data, and ".M4A" file extension is used. On YouTube you can't upload a file in that format. You need a computer.
What you should do is converting your voice memo into an ".MP4" file. There are many programs for that. You can also make a video with Windows Movie Maker or iMovie. Just select a video piece or simply a picture, and add your voice memo to it.
