Can you use a pre-owned iphone that hasn't been paid off completely paid off?

I just bought an iphone 6 on eBay with AT&T as the carrier. I was hoping to get it unlocked and move it to T-Mobile, my current carrier. Upon attempting to unlock it, I found out that the phone could not be unlocked because the previous owner had not paid off the phone in full.

I tried finding out at least how much money the previous owner owed, so I could pay it, but the AT&T needed the phone number, which I didn't have.

My question is, if I signed up for a mobile phone account from AT&T, could I use the phone?

I scheduled an appointment to fix my very cracked screen and I was just wondering if this will fix my problem for sure or is there something else that may be causeing the screen to be unresponsive?
