Usually phone companies won't make Wi-Fi calling available to the user unless they partner with a company for profits. Skype is a big example. There are third party applications that let you use the internet to call and message others. Voxer is a good example.
Yes. It's called FaceTime Audio.
However, it's not the iPhone 5S that supports it, it's the iOS 7.So if you have an older device running iOS 7, you should be able to do FaceTime Audio as well.
Really they already do as thats what facetime is.
T-Mobile supports it and encourages use of Wi-Fi calling using their systems and your same number.
