Facetime on iphone 5 doesn't work in middle east?

I tried EVERYTHING from going onto restrictions to setting to calling apple to checking everything.
NOTHING ever works. So i installed ios 7 on my old 4S and facetime is there. But i already DID HAVE facetime on it on ios 6.1.3.

SO now i was thinking if i did install ios7 on iphone 5, would facetime get automatically installed on it? Or if i install like ios 5 or ios 6.1.3 on the iphone 5?
Thanks heaps

Added (1). Urgent need of facetime.

btw, i really do need something other than ios7 because i don't like the layout, let alone all its new features. So i was thinking ios 6.0.2 for iphone 5?

Make sure you have good Wi-Fi connection and have an apple ID

  • Why doesn't my iPhone 5 have FaceTime? 2 weeks ago I bought a brand new iPhone 5 from my local Best Buy. I'm just noticing now that there's no FaceTime installed on my phone. How do I fix this? Thank you. There's no FaceTime option in my settings.
  • Why doesn't my FaceTime work on my iPhone 4S? I have an iPhone 4S, and my boyfriend has my iPod 4th gen. We've FaceTimed before, but we usually have a problem where neither of us will receive the calls we send to each other. I'll call him, and it will tell me it's ringing, but he never gets the call. It's the same when he tries to call me. Very rarely will we get this to work. I'm using Wi-Fi, and so is he. What could be causing this problem, and what can I do to stop it from doing this?
  • Why doesn't FaceTime work with new IOS7? I got the update earlier for my iPhone5, and just now updated my backup iPhone4. Now, FaceTime won't work on the 5, and it just tells me to check my internet connection even after restarting both phones, and singing out of iTunes on the 4. I tried it like 20 times. Do I have to wipe my iPhone 5 and go through the setup crap again to make it the designated phone? Cus if it gets screwed up somehow, I won't be able to use FaceTime on the 4…
