PIXLR! OMG IT IS THE BEST! IT WORKS Really WELL, GIVES A LOT OF DIFFERENT PHOTO EDITING OPTIONS AND IT'S FREE!
it also works without Wi-Fi or data, but you need to be connected to them to download packs (eg; filter packs) but all packs are free!

I'm fairly savvy at editing, (i think lol) I'm just drowning in a pool of apps in the App Store, and I don't know which ones would work well… I'm also looking for an app that will turn video or picture into cartoon (nice cartoon, vivid colors and nice filters, that do not leave the video looking like a "sketchy" or "grungy". Any help is greatly appreciated!
