Has Canada police ever became the first to identify/prosecuting new global crime?

Like for example in America there's a new robbery crime where the car thief reprogram a clone electronic key of someone else's electronic key by waiting for the car owner to lock his/her car door

Then syncs a new electronic device to clone the one that belongs to the owner without the owner knowing it's being done

Then the owner doesn't know his/her car can be unlocked and robbed without a break in

If the first incident of this happened in Canada, it would be a false statement to say the authority would be too set in traditional tactics to track this new emerging scheme?

I want Canada to be state of the art law enforcement with High tech stuff like

If they could run undercover operations by putting gps tracking on loonies and toonies and pose as nice guys giving lucky coins and then they are really setting up Gps tracking to find suspects whereabouts

That's not a new type of crime, just so you know.

Whether you use an electronic signal, a copied key, a stolen key, no key at all or simply smash through glass to steal stuff, it's still just called stealing stuff. The exact method of gaining access to the stuff you steal doesn't really matter, theft is theft and it's always been against the law.

I'm sure there was an original type of crime pulled off in Canada at some point that a cop somewhere figured out for the first time, but car theft using electronic forgery probably wasn't it.

I'm currently doing a lot of traveling to Kuwait and a couple co-workers have Verizon sim cards and all they do is take there sim card out and replace it with a Zain one (which is the local cell phone carrier) and use it locally for calls in Kuwait is that even possible with Sprint?
