How to activate an iPhone 5 with no service?

How do I bypass the activation process without service? I'm still debating whether I should keep this Verizon iPhone 5 or wait to buy an unlocked iPhone 5 from Apple. I've asked both Apple and Verizon if this certain iPhone is unlocked and both had said no. If I do keep it, how would I even activate it? I would keep it until I find a way to unlock it just like I unlocked my Sprint iPhone 4s.

Activation means phone service. You can't activate a phone without service. You can still use it as an iPod Touch. There's no third party unlocking tools for the iPhone 5 right now except allegedly the AT&T iPhone 5 which can be unlocked by IMEI, but ONLY the AT&T version.

The Verizon iPhone 5 comes factory unlocked when you buy it. Don't believe me? Insert any t-mobile or at&t sim card and it will work.

How to activate with no service: Just go through all the steps in the activation screen. You must be on Wi-Fi to activate.

I think you can't activate it. Or you have to find some place where they can unlock it for you.
