There are 2 reasons that a phone has a bad ESN.
1. The bill for the phone was never paid.
2. The phone was reported lost or stolen.
If the phone was reported lost or stolen you can never get the phone turned back on again.
If the phone was shut off due to non payment of bill you can pay off the balance. Usually this costs more than paying for a brand new phone.
