You can't get rid of it. You just have to downgrade/restore to the old version. Search and hopefully you can still find someone/somewhere who has the iOS 6.1.3. IPSW that is compatible to your network.
Then everything works with manually "updating" your phone in iTunes and then resetting your phone.
