How to link your Paypal with iTunes on your iPhone or iPad?
I do not own a computer so I was just wondering if there was a way to do it on a mobile device?

Not that I know of. But what you can do is go to a computer shop and buy what's called an iTunes Card. Its a card you buy with a code on the back that you top up with your Apple ID to the value of the card purchased
