Go into your photos and stop on your video that you want to upload then click that little box in the bottom left hand corner (it has an arrow

Today I was gonna watch chasing the sun by the wanted and YouTube said "you do not have permission to access the required resource" I have no restrictions keeping me from watching anything and it just recently started doing that.
