You can't. It isn't a case of moving it, that's pretty simple. It's the fact that they're coded differently on an iPhone and a Windows phone. You would have to decompile the iPhone file save and then recompile it into something the Windows phone can read which is most likely C# or C++.
Meaning you would need to know both of them as well as Objective-C or Swift, it depends on what they used to program the game.
