How to repair a really damaged photo?
So I have a photo of me with some experimental makeup. I want to tamper with the image slightly, but it's quality is so poor I'm not sure what I can do with it. I don't have Photoshop or any professional programs like that, but it there any website that can heal an image? It was taken with an iphone and bad lighting, is there anything I can do to fix it?

One heavy duty graphics program that comes absolutely free is Gimp.
I can't download anything on the PC i'm using and my laptop is so bugged up i can't even download anything anymore. Can i do the same trick on sketchbook pro? (and aha thank you, that's what the make-up is intended to look like.)
If you don't want it to look 'nice' and instead are after a 'scary' look then the noise can actually be a graphic advantage like this: (Photoshop or GIMP will do it)

I have iOS6.1 and i don't know what the rest of my family have of their iPhones, but they have iOS 5 or higher. I turned off photo stream right after and it said that it was deleting the photos. I stored them on an app before deleting the photos as well before turning off photo stream. How can I remove the photos off photo stream if they already haven't been removed?
