How to take my iphone off the blacklist with ATT?

A phone is blacklisted due to being, lost stolen, or due to money owed on the phone account. If this is truly your phone you can just pay all the money you owe, if your not the legal owner then you can never get the phone off the blacklist.

If this phone is proved stolen, (through tracking app), then you should return it to the owner and for doing this you will have to contact the iPhone Franchise who will guide you to do the needful. As this iphone will be of no use to you.

There's no way to remove a stolen phone from the blacklist unless you are the rightful owner, and even then it can be time-consuming.
