How to unlock an iphone 5 from Mexico to use in canada?

If I bought a used iphone 5 locked to telcel "America movil" a mexican provider, how do I get it unlocked or whatever process to use it in canada such as Rogers or bell?

I have experience with this specific carrier and I was never able to track the original owner of an iPhone. They would unlock it for free if you visited them, but since I'm not from Mexico, I had hard times unlocking it. So the only success I had with this carrier was the WW Unlocking method.

I would still like to use Wi-Fi if it is available somewhere. Is this possible? I tried it on airplane mode at my house (where there's Wi-Fi) and I wasn't able to go on the Internet. So is there any way I can do that or will I just not use Internet on my Iphone?
