I've had it in rice for about 12 hours. It will stay on for a couple minutes and then turns off.

Don't worry. Most of the components inside the iPhone can be replaced. As long as you don't have a bad ESN, you're probably in good shape. Hopefully the logic board is not ruined. Check Craigslist for your local iphone repair person working out of their home. That's your best bet, but for now, it's best to ignore it for about 24 hours without handling it. When you play with the buttons while it's wet, you're inflicting more damage to the phone.
