I found an AT&T iPhone 4s. Is it possible for me to use it?

I found it, I did not steal it. I could try to return it but my motto is finders keepers. For all you idiots who are going to tell me to return it, *** off. I'm sure you losers will spam me with your "return it" nonsense but know that your recommendations are useless so if you idiots wanna bother anyway, do so, but it did nothing to change my mind lol.

Anyway, it has a passcode and I tried to restore it but some error 3194 comes up. Will I be able to restore it and use it? There has to be some way.

If it has a passcode, the only way to get around it is to go to apple and ask them for help. BUT since it isn't your phone they arent going to help you. They will probably think you stole it. But since you seem like an intelligent person (you know, insulting people and then expecting them to help you) this seems like a good idea. Go to apple and ask them to help you.

None of the answers really answered your questions, and the one that actually attempted to was wrong. He said that if there's a passcode lock the only way around that is to call Apple. That is not true, before we help a customer we get the serial number or the IMEI number for the device, and if shows that the phone is registered to a different person we verify your identity and ask why or how you got the phone. Calling is pointless, regardless of how or why you have the phone, getting around a passcode lock is very easy to do, unless it has iOS 7 and activation lock is turned on. If you would have just said that you found the phone I would tell you how to get around it but since you thought it was necessary to insult the people that you were asking, I'm not going to.
