I found an iPhone 4s. Can I use it?

In October 2012, I found an iPhone 4s in London, on a train. I was in London for a day trip.
I was worried if I turned it on that it could be tracked. My friend removed the sim-card and threw it away, whilst we were in London. When I got home I factory reset it.Am I able to be tracked with this phone? I haven't used it or turned it on since October.

Any idea what I could do. Can I use this phone? The IMEI number today and it has not been blocked, so is it usable? Can I be tracked for using it?

I don't want comments like "You thief", "send it back", I need help on what to do with it.

Yes it can be traced.easily… I lost my phone few days back and i feel so bad for it… I did not just loose my phone but all the pictures, memories, contacts, so when someone looses a phone he just doesn't looses a phones, its much more than just a phone. You must find the owner and return the phone. If you really want to return the phone this website may help you finding the owner.
