No. The time to set up Find My iPhone is before your iPhone is lost or stolen.
All you can do now is to hope someone has been honest enough to hand it in and if they don't you can tell your network to permanently block the phone. If your iPhone was an unregistered prepaid credit example then you can't even do that as you have no way to prove you are the owner.
Call the carrier to track it with gps.
