Nope, iphone 4 is forgotten and no longer supported. Sell it and get a newer phone… Hopefully an android one.

IPhone 4 already had an update to iOS 7 and it can run the latest iOS 7 version. But iPhone 4 won't get the iOS 8 update so iOS 7 is the last major update for iPhone 4. So no iOS 8 for iPhone 4. If you own one then you better sell it and get a new one, iPhone 4S and higher can run iOS 8.
