IOS 7 Beta Installation Problem?

Basically, I was trying to install iOS 7 beta on my iPhone 4S recently and everything went well. When it came to the end of the activation, it said activation didn't work. Because I needed a SIM card. (Not the activation error about UDID registration) How can I install iOS 7 without the activation? So when it's installed it's automatically done?
This is what I did:
1. Opened up iTunes and restored my phone to the latest version (6.1.3)
I read online that you had to do that first. And then, the activation part of where I didn't have a SIM card came and it bricked my iPhone. My uncle fixed it for me but I really want iOS 7 even though it's a beta. Please help me someone. 10 points, best answer and 5 star rating for the person who helps me the most.

How can you be sure it's not a UDID problem? Is your UDID registered? If not, you definitely need to register your device's UDID with a developer account through a site like http://www.udid.in/.It's $5, and then you also don't need to worry about Apple disabling your device for running unreleased software.

What do I do!
