IOS 8 Help NEEDED Please?

Hi so I have an iPhone 5 16gb running iOS 8.1.3 and it says that it's the latest version, but on YouTube there are people with iOS 8.3 Beta 2 how do I get that, is it a fake version or has apple released it but made a different way to get it… And why have they started to call it Beta 2?

Click directly on the "IOS 8.3 Beta 2 now available". It will then take you to the page for you to log in with your developer credentials. If you haven't registered yet, it gives you a link to do so.
