Plug your phone into a computer and the iTunes Store should pop up on your computer so either click restore or their should be another button to just set up iCloud

Already tried plugging Iphone into computer. It doesn't make ITunes pop up as it should on this phone. I know the cable is good because when I plug in/out to the computer, it beeps the computer. The Iphone screen shows a graphic of a USB cable with an up arrow to iTunes logo. At the bottom, it says Slide for emergency (to make an emergency call). The only other thing it will let me do is click the letter "i" in italics, inside a circle in the lower right. Clicking that brings up the IMEI and ICCID number.
