What does that mean? If the iPhone 4S is free on a 2 year contract? Well ten its obviously not free.
You don't pay for the phone but you pay for the data, minutes and call time they give you. Go for it!
If you are due for an upgrade then the phone is free… If not then the phone costs.
It means if you signup to use a carrier for 2 years then they buy the phone for you.
Yes the phone itself is free, but you must sign into 2 year contract to get it at that price (obviously paying the fees involved)
