The most likely cause is that the LCD backlighting to the screen is failing, or that the power connector to it is loose or damaged.
It's an uncommon fault and when it does happen it's normally after a screen change. Non-original replacements are often cheaply made and more likely to fail. Also great care has to be taken not to strain the ribbon connectors for data and power during the repair.
Repair involves removing and refitting the screen taking great care as mentioned. If the fault persists then as the backlight is part of the whole screen assembly a new or good used replacement is necessary. If the iPhone remains under AppleCare let them do it although if they find the cause is accidental damage you'll be charged for the work.
As the fault only occurs at max.Brightness it suggests the LCD backlight is the cause, so just workaround by turning the brightness down but the fault will eventually return. Maybe a good time to hide the fault and sell the phone?
