Since iOS 7 is not out yet save for developers (whom have to register their phones and pay the $99 for a legal copy), you may have gotten one of the many hacked copies of the software. Many of which are done so badly that they pretty much guarantee that they'll brick your phone.

Apart from trying to restore the iPhone to normal software (6.1.3) you may be out of luck.

My advice would be to (assuming you have insurance on the phone) drop it in a sink full of water, pay the copay, get a new phone and wait until the Fall when the legal and uncorrupted version iOS 7 will be made available to the general, iOS Device using public.

This is why you are told to wait. The beta version of iOS 7 is incomplete. Most developers warn others to NOT use the beta on their personal devices because of this exact reason.

Get your money back (if you paid).
After you've done that, connect your phone to the computer via USB Cord (lightning cable) and open up iTunes. Back up and restore.

If you can't get to a computer right now, try to shut it off safely by holding down the lock key and home button simultaneously. The phone will shut itself off. Turn it back on the same way. If you're still having problems, well, maybe go to an Apple store.

This is a new safety feature of iOS 7. If you didn't download it from apple, you need to log in with the apple ID used by the developer that downloaded it before installing. If you are the developer, wait until the release of iOS 7. Your device is bricked and I doubt that apple will accept it since it's iOS is on beta.

Did you register your UDID? A lot of people have been having problems like this when they install iOS 7 without registering their device's UDID on a site like InstantUDID.com. It's $5, and I haven't had any issues with my 4S.
