In Great Cosmetic Condition that's a steal(very good deal) Make sure it has a good ESN and it has no internal issues/problems.

Reputable dealers with eBay stores offer the 16 GB from $155 on up, so $165 is in the same market. Of course the eBay store fronts will ship one that you know is not a stolen and can be signed on to the carrier with no problems.
It is often better to get one that the seller says is set up for the carrier you wish to use rather than a generic "unlocked". When you sign it onto a company, they may require that they be allowed to "lock" it and I've seen some of the "kids" in the phone stores botch that up and mess up the iPhone. They then claim it was a bad phone and you have no proof that they are wrong!
Those who say 16 GB is not enough are obviously doing things that use lots of space. Those same eBay sellers usually also have 32 GB 5c phones for about $20 more, if you feel you NEED space for dozens of movies, etc.
I'd say no. 16 gb isn't a lot, and it's outdated
