Only if your under 16 and will break or lose the phone in a year, otherwise it is too old of a model of iPhone.
I bought it by myself and it's working great. I'm running iOS 8.1 on it and it is working like a charm. You should buy it if you like to use most of the apple features in less price. Check out the screenshot.

IOS 8 will run really slow on the Apple iPhone 4s. I suggest you get an Apple iPhone 6.
I would suggest getting at least the iPhone 5s as any phone 2+ years old is going to run slow and poorly

No, not really. It's not really made to run the most recent iOS version. More and more stuff is going to be made for the newer iPhones. If you choose not to update iOS then you might not be able to get the latest apps.
Plus they're discontinued and the only ones most carriers have are the 16GB models, if any, and that's not really enough for a smartphone these days unless you do nothing with it, but then why buy a smartphone?
Personally I would not, there's a point were companies stop making updates for older devices and it tends to limit what you can do on your device. You will not be able to use any of the new features that Apple comes out with. I recommend the 5s… Personally I don't think the iPhone 6 has been out long enough to work out any bugs that may arise.
