I would say no. The iPhone 4 display is not on par with the iPad 4 iPod touch 5 or iPhone 5, and it's not even dual core so it's not very fast and you can't use siri.
It's still good to have it but it's not wroth it to buy it. Soon it's going to be very outdated.
