Yes. You need to be very experienced at jailbreaking (which is not illegal. Somethings that you can download are illegal but jailbreaking itself is equivalent to installing Google Chrome on Windows.) When you jailbreak, you can install something that uses another iphones Siri Proxy (the code the iphone uses to access the server for Siri).So basically it roots through another iphone into the server. So you'll need a lot of jailbreaking experience as it is very difficult, a friends willing to give you their proxy (which slows down their Siri), and that friends iPhone.
