I believe you have to have to Wi-Fi to facetime.
FaceTime never uses minutes. FaceTime uses Wi-Fi when you are connected to Wi-Fi, FaceTime uses data when not connected to Wi-Fi.
Data. It is a VoIP app much like Skype. Yes Wi-Fi can & should wherever necessary be used.
