What to do with a iphone 4 I found?

I don't know the owner and it looks barley used should I keep it or?

You may not know the owner, but you have a way to contact them. Go through the contacts looking for "Mom" or "Dad" or something. Everyone has a contact like that. Call a few of those numbers, explain you found the phone and want to return it. With their help, you can then get the owner to call you and arrange to meet.

If you can tell who the service provider is, bring it to one of their stores. There should be a chip of sorts in the phone with the owner's basic information. They can help you return it to the owner.

I wouldn't keep it. Feel better to turn it into people. In the end, that's up to you though.

Edit: Like the other poster said, you could check contacts if you have access to the phone.

It will be useless as a phone once reported lost or stolen.
