I want to buy an iPhone 5s but I have a small budget.

Don't do it. If you get it cheap, it'll be locked because it's lost/stolen or whatever and won't work. It'll be a nice looking paperweight or iPod if you're lucky.
Buy a 4 or 4s.

I recommend swappa.com its totally legit and you can find iphone 5s for as low as $270-350. The site is legit because the rules to sell are strict such as all phones are required to be in good condition, have a clean esn and not be water damaged so you will not get any junk phones that are half broken. There are staff members who have to approve the phone before it can sell, definitely give it a shot.
