Why won't my iPhone 5 update to iOS 7? - 1

I want to update my iPhone 5 to ios 7 through iTunes on my computer as I don't have access to Wi-Fi. Currently ios 6.1.2 is my operating system and once I plugged it into iTunes it says that there's a latest version of ios available but it's ios 6.1.4. How do I get to download ios 7 now?
