Will Apple fix my iPhone 5S?

I went to update my iPhone 5S to ios 7.1 but something went wrong I honestly have no idea what but the iPhone is now in recovery mode. I tried downloading iOS from my PC but every time i start the download it tells me it will take 14 hours! Once only once it said 76 mins and I thought FINALLY. But then error code 23 appeared and the download stopped.

If I take the iPhone to Apple will they fix it and will it be free? Also I think the phone has been wiped of all software except restore mode. I bought the phone in November.

Yeah just go to your local Apple Store and get one of the Geniuses to restore your phone for free. And since your phone is still under warranty, they will give you a new phone for free also if they can't restore your current one. Make sure you bring everything that came in the box.
