It will work on T-Mobile network but you won't get 4G as iPhone 4 is not 4G-capable phone. It will provide you 3G service only.

The short answer is: unless the iPhone 4 was previously locked to T-Mobile, it will not connect to T-Mobile's 3G/4G HSPA+ networks, as it lacks the 1700MHz and 2100MHz bands.
Note: iPhone 4 can't get 4G LTE.
However, there are areas where T-Mobile now uses the 1900MHz band for 3G/4G HSPA+, so the iPhone 4 would receive 4G service in those areas - elsewhere, you will only get 2.75G EDGE speeds.
