Well there were iPhones made before the 5s brought the finger print scanners from 2007-2012, so in that case, yes.
An Apple Store would be a safe bet.

Did the owner purchase it on contract for $199 for example, and has now switched their phone on the same contract and is selling the old iPhone? I don't know how this works.
