Well you can make VoIP calls for free with apps like Google Voice (within the US and some other countries), but they would only be free if you had Wi-Fi access; otherwise they would count towards your phone's data usage.
There's no app that could give you totally free calls without using any data, since it has to go through your service provider's infrastructure.

You can use Wi-Fi, thats basically what facetime is already today. Be sure you are on Wi-Fi with this type of stuff though or your data charges go through the roof.
If you had unlimited data plan you might use Skype or Kakaotalk
